Organization of American States (OAS) Secretary General Luis Almagro has exhibited extraordinary pro-democracy leadership for a decade. Before Almagro was elected to the OAS, the organization had a poor record enforcing the "democracy clause" under Article 9 of the OAS Charter and Articles 17-21 of the Inter-American Democratic Charter.
