2026 OFF
A million-dollar bounty hangs over Carmen Lau’s head for demanding democracy in Hong Kong. At the Oslo Freedom Forum, the exiled activist reflects on surviving tear gas, rubber bullets, surveillance, and the new reality of transnational repression that follows dissidents across borders and into their everyday lives. Her story is not just one of exile, but of the fight to stay visible when a regime seeks to erase you.

Hong Kong Activist and Former Elected District Councillor

Carmen Lau is a prominent Hong Kong activist living in exile. Elected as a district councillor during the 2019 pro-democracy movement, Carmen later served as secretary-general of the Civic Party before fleeing political repression in 2021. Despite arrest warrants and a HK$1 million bounty under the National Security Law, harassment of her family members, and gender-based attacks against her, Carmen continues her dedication to democracy and civil liberties from exile. Carmen now collaborates with platforms such as the Hong Kong Democracy Council and World Liberty Congress to strengthen the global pro-democracy movement.
