Dr. Young Hoang serves as the senior advisor for reintegration and Survival-Evasion-Resistance-Escape (SERE) psychologist in the U.S. Department of State’s Office of the Special Presidential Envoy for Hostage Affairs. Since January 2023, he has led a government-wide effort to provide psychological support to released wrongfully detained Americans and their families throughout the full cycle of captivity and post-recovery care. Dr. Hoang stands ready to deploy forward for a recovery mission, receive wrongfully detained individuals, render immediate SERE psychological evaluation and support, coordinate with the interagency for logistical recovery support, collaborate with the Department of War to deliver Post-Isolation Support Activities (PISA) services at the designated medical treatment facility, and maintain ongoing care with returnees as the law permits. He has successfully completed more than a dozen recovery missions and post-recovery support for 40+ Americans freed from captivity, including Americans released from Rwanda, Saudi Arabia, Burma, Niger, Israel, Iran, China, Russia, Belarus, Afghanistan, and Venezuela.
