Tomás Pascual is the human rights director at Chile’s Ministry of Foreign Affairs and an expert in international human rights, migration, and refugee law. He has designed public policies on security, criminal justice, and human rights and teaches at Universidad Alberto Hurtado and Universidad Adolfo Ibáñez. He holds degrees from the University of Chile, LSE, and American University.
