Fernando Aramayo is Bolivia’s minister of foreign affairs, appointed by President Rodrigo Paz in November 2025. A specialist in political economy, public policy, and conflict resolution, he spent more than two decades working across Latin America, Africa, and the Middle East on democratic governance, peacebuilding, and institutional development. He served as head of economic policy, strategy, and innovation at the United Nations Development Programme (UNDP) office in Bolivia and as an advisor on Democracy and Development at the UNDP Regional Bureau for Latin America and the Caribbean in New York. As a policy advisor and mediator, he played a central role in two landmark national processes: Bolivia’s Constitutional Assembly and the 2001 Population and Housing Census. He has worked extensively with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and as an international consultant on decentralization, public policy, and post-crisis governance in countries including Jordan, Kenya, Palestine, Honduras, Colombia, Ecuador, and Peru.
