At 19 years old, Chloe Cheung became one of the youngest activists on Hong Kong’s wanted list for speaking out from exile. Born and raised in Hong Kong, Cheung joined the city’s pro-democracy movement at age 14 during the 2019 protests, where she witnessed first-hand the police violence, mass arrests, and dismantling of civil liberties that reshaped her generation. Following the imposition of the National Security Law, she entered self-exile in 2020 and continued her advocacy from the United Kingdom.

Today, Cheung advocates internationally for the release of Hong Kong’s political prisoners, greater protection for Hong Kongers facing transnational repression, and targeted sanctions against Hong Kong officials. In December 2024, Hong Kong authorities placed a HK$1 million bounty on her capture. Despite facing intimidation, surveillance, and harassment, she continues to speak internationally, including at the Oslo Freedom Forum and Geneva Summit. Her work has been featured by major global media including the BBC, ARD, ZDF, The Sunday Times, The New York Times, and The Wall Street Journal. Cheung has received the Magnitsky Award for Outstanding Young Human Rights Activist, was named to The Sunday Times Alternative Honours List, and was shortlisted for the Index on Censorship Freedom of Expression Award.
