Stewart Baker

Former general counsel of the National Security Agency and founder of the State and Local Legal Center

Stewart Baker was the general counsel of the National Security Agency from 1992 to 1994, and is the founder of the State and Local Legal Center. Baker also served as assistant secretary for policy at the Department of Homeland Security and as a partner at ;Steptoe & Johnson LLP.Before joining the Department of Homeland Security, Baker led one of the top technology law firms in the U.S., covering issues of electronic surveillance, national security, and export control encryption, among other technology issues. He was one of the key advocates on the Communications Assistance for Law Enforcement Act and worked to bring about the government-private sector cooperation that allowed for its implementation. Baker is also the author of the blog Skating on Stilts. He was named a “Top Lawyer in National Security” by Washingtonian Magazine in 2013.
