The dilemma action is a nonviolent civil disobedience tactic that provokes a ""response dilemma"" from an authoritarian regime. If crafted effectively, dilemma actions put the regime in a lose-lose scenario: ignoring the tactic or harshly responding will benefit the pro-democracy movement. These actions tap into widely held beliefs or norms in society and use unpredictability, humor, and creativity to force opponents to choose between suboptimal reactions.
